  • 1. Safety Monitoring & Hazard Assessment
  • Monitor and assess hazardous situations on-site.
  • Maintain awareness of active and developing situations.
  • Investigate accidents that occur within the incident area.
  • Conduct Job Hazard Analysis (JHA).
  • Inspect the site to ensure it is a hazard-free environment.
  • Respond to employees’ safety concerns and address unsafe acts.
  • 2. Safety Planning & Implementation
  • Develop measures to assure personnel safety.
  • Ensure preparation and implementation of the Site Safety & Health Plan (SSHP).
  • Participate in planning meetings to identify health and safety concerns in the daily work plan.
  • Review the incident action plan for safety implications and ensure safety messages are included.
  • Establish and enforce safety standards and policies as needed.
  • 3. Incident & Accident Management
  • Exercise emergency authority to prevent or stop unsafe acts when immediate action is required.
  • Conduct investigations of all accidents and near misses to determine causes.
  • Record and investigate incidents and handle workers’ compensation claims.
  • Report to concerned authorities as requested or mandated by regulations.
  • Prepare reports on occurrences and provide statistical information to upper management.
  • 4. Training, Drills, and Safety Awareness
  • Promote safe practices on job sites and enforce safety guidelines.
  • Conduct toolbox talk meetings and provide safety training.
  • Carry out drills and exercises on how to manage emergencies.
  • Initiate and organize OHS training for employees and executives.
  • Advise and instruct on various safety-related topics.
  • 5. Compliance & Documentation
  • Review and approve all subcontractor safety plans.
  • Ensure injury logs and reports are completed and submitted to the relevant government agencies.
  • Verify that tools and equipment are adequate and safe for use.
  • Coordinate the registration and removal of hazardous waste.
  • Arrange for OSHA-mandated testing or evaluations by external agencies/consultants.
  • 6. Risk Management & Continuous Improvement
  • Conduct risk assessments and enforce preventive measures.
  • Review existing safety policies and measures and update them according to new legislation.
  • Support the development of OHS policies and programs.
  • Ensure installations, maintenance, and disposal of substances are carried out in a safe manner.
  • Serve as the link between state and local agencies and contractor

Qualification

Education: Bachelor's degree in Civil Engineer.

  • Certifications:
    • Professional accreditation in Occupational Health and Safety.
    • IOSH and NEBOSH certification.
    • Fire Warden Certification.
    • First Aider Certification.

Specific skills required

  • Excellent working knowledge of industry practices and SH&E management systems.
  • Up-to-date knowledge of all issues relating to Safety, Health, and Environment in the Middle East.
  • High level of numerical skills.
  • High level of literacy skills in English.
  • Clear verbal communication skills.

 

Experience

 

  • Minimum of 7 years of professional experience in the construction SH&E field.
  • Middle East experience preferred.
  • Relevant experience in comparable infrastructure and mixed-use projects.
  • Familiarity with utilities and related works is required.

Job Responsibilities

The Health and Safety Officer will be responsible for ensuring a safe and hazard-free work environment on-site by implementing safety protocols, monitoring hazards, conducting safety training, and addressing safety concerns. This role focuses on accident prevention, compliance, and continuous improvement of safety standards throughout the project.
