Job Summary 

We are seeking a highly skilled and detail-oriented Proposal Engineer to join our team in Dubai. The successful candidate will lead the development of competitive, high-quality proposals for infrastructure projects across the UAE and the wider GCC region. This role involves close coordination with technical teams, business development, and management to effectively articulate our capabilities and support the company’s growth and market expansion. The candidate must possess strong technical writing skills, a solid understanding of regional infrastructure requirements, and the ability to manage multiple submissions under tight deadlines.

Job Responsibilities

Key Responsibilities

Proposal Development & Management

Lead the full proposal lifecycle, from tender analysis to final submission.

Prepare comprehensive technical and commercial proposals that clearly present the company’s capabilities and value proposition.

Coordinate with multidisciplinary teams (engineering, project management, estimating, and subject matter experts) to compile accurate and relevant content.

Develop persuasive narratives tailored to client requirements and evaluation criteria.

Plan, track, and manage proposal schedules to meet all milestones and submission deadlines.

Technical Content Creation

Convert complex engineering concepts into clear, concise, and compelling content.

Develop technical methodologies for infrastructure projects, including transportation, utilities, water/wastewater, MEP, and civil works.

Prepare project descriptions, CVs, organizational charts, and case studies that highlight relevant regional experience.

Ensure accuracy, consistency, and quality across all technical content.

Prepare documentation in full compliance with local authority standards (RTA, Dubai Municipality, DEWA, etc.).

Strategy & Compliance

Analyze tender documents to determine requirements, evaluation criteria, and differentiators.

Develop winning themes and strategies to strengthen proposal competitiveness.

Ensure complete adherence to all tender specifications, submission requirements, and formats.

Conduct internal reviews to enhance proposal clarity, quality, and impact.

Maintain up-to-date knowledge of UAE procurement regulations and industry standards.
