Description

The Roads & Highway Design Lead reports to the Department Director and is responsible for driving the design process for highway and infrastructure projects. The role involves leading the development and implementation of design proposals, ensuring that the design and procurement of specialist packages are delivered on time, within budget, and with a high level of efficiency. The Lead will focus on meeting customer expectations while ensuring safety, quality, and sustainability, and delivering a positive impact on the local community.

Key Responsibilities

 

  • Design Development & Implementation: Lead the development and implementation of design proposals, ensuring they meet customer requirements, including budget constraints. Ensure the design delivers:
    • Safety in construction and use
    • Quality within affordable parameters
    • Ease of maintenance and energy efficiency
    • Minimal environmental impact
    • Innovation to meet customer goals and benefit the local community
  • Team Leadership & Briefing: Lead the briefing of the design team on the project scope and ensure all design teams (including third-party consultants, if required) meet customer specifications. Manage and ensure design teams are resourced and competent to execute the tasks.
  • Buildability & Coordination: Advise design and construction teams on the "buildability" of design proposals. Liaise with statutory bodies, authorities, and certification bodies to obtain necessary approvals.
  • Design Deliverables Program: Lead the creation and management of the design deliverables program, ensuring clear timelines and adherence to deadlines. Oversee gate review activities to ensure approvals are achieved at each stage of the project.
  • Design Data & Reporting: Lead the coordination and production of design data, bid deliverables, reports, and essential documentation. Track and report progress against the design deliverable program, ensuring all contractual and project requirements are met.

 

Qualifications

 

  • Experience:
    • Minimum 10+ years of experience in highway/infrastructure design, with a proven track record of delivering design services in a work-winning environment.
    • Strong project management experience across highways/roads, bridges/structures, and utilities.
  • Educational Background:
    • Bachelor’s degree in Civil Engineering, Highway Engineering, or a related field.

  • Leadership & Mentorship:
    • Proven experience in leading and mentoring teams, with the ability to manage and inspire others while ensuring project delivery within time, budget, and quality parameters.
  • Design Standards Knowledge:
    • Familiarity with and experience applying the Manual for Roads and Infrastructure design tasks.
  • Stakeholder Management:
    • Strong ability to build relationships with senior stakeholders and collaborate across various levels within the organization.
  • Middle East Experience:
    • Must have prior experience in the Middle East, with a thorough understanding of local regulations, practices, and stakeholders.
